Calling for Stronger Controls on HMOs to Protect Local Communities

Too many family homes outside existing Article 4 areas are being converted into Houses in Multiple Occupation (HMOs) without proper planning oversight. This is changing the character of our neighbourhoods and steadily reducing the supply of homes available for local families.

In March 2022, Housing Enforcement launched a programme to inspect all HMOs in Fylde. It is estimated that there are around 530 HMOs across the borough, underlining the scale of the issue and the need for stronger, more consistent controls.

Lancashire County Council letter about Article 4 Direction for HMO conversions
Letter sent to the leader of Fylde Borough Council

As County Councillor for Fylde East, I have formally called on the Conservative Leader at Fylde Borough Council to review current policy and extend Article 4 coverage where necessary. Planning policy must reflect what is happening on the ground.

This is about protecting neighbourhoods, maintaining standards, and making sure family homes remain available for the people who live and work here. I will continue to press for action until the right safeguards are in place.
